In a federation, the three tiers of government, Federal, State, and Local, work independently but concurrently. They work hand in hand, all for the smooth running of the federation.
Their relationship includes:
1. Power to Legislate:

These two chambers make laws at the centre.
Laws made for the federal government are binding on the whole federation, that is state and local governments inclusive.
