While Jesus was born in Bethlehem, Saul was born to a Jewish family.
Paul’s family lived abroad in the town of Tarsus in the city of Cilicia in Asia Minor, which is present-day Turkey.
Paul usually addressed himself, I am a Jew, born at Tarsus in Cilicia.

“I am indeed a Jew, born in Tarsus of Cilicia, but brought up in this city at the feet of Gamaliel, taught according to the strictness of our fathers’ law, and was zealous toward God as you all are today”
Acts 22 verse 3 (NKJV).
