1. (a) Explain democracy.

Answer: Democracy is a form of government where the people are free to choose their leaders through free, fair and credible elections.

1. (b) Discuss the features of democracy.

Answer:

  • Periodic elections: In a democracy, elections are held at regular intervals.
  • Rule of Law: In a democratic state, the laws of the state rule and is supreme.
  • Constitutionalism: In a democratic state, the constitution of the state is strictly adhered to.
  • Fundamental Human Rights:  In a democratic state the rights of the citizens are well protected by the constitution.
  • Government Neutrality: The government maintains its neutrality and independence to be able to achieve a just society.

 

2. Explain the merits and demerits of democracy.

Answer:

Merits of Democracy:

  • Democracy allows the rule of the majority.
  • Fundamental rights of the citizens are protected.
  • Democracy allows equity and justice.
  • Democracy ensures citizens’ personal liberty.
  • Democracy allows the majority to have their way and the minority to have their say.

Demerits of Democracy:

  • Decision-making in a democracy is usually slower than in an autocratic system.
  • Democracy is very expensive to run.
  • The system imposes the opinion of the majority on the minority.
  • Elections that come with democracy might be violent and are very expensive to conduct.
  • The system focuses more on quantity i.e. numbers in majority, rather than quality.

 

3. What are the factors that can sustain democracy?

Answer:

  • The government must be ready to tolerate the opposition and its criticisms.
  • Free, fair and credible elections.
  • The state must respect court decisions and the rights of the citizens.
  • A multi-party system ensures a variety of choices for citizens.
  • There has to be press freedom to sustain the democratic tenet of freedom of information.

 

4. (a) Explain sovereignty.

Answer:  Sovereignty is the absolute power of the state to make and enforce the laws within its territory without external interference.

 

5. (a) What are the limitations of sovereignty?

Answer:

The following are the limitations of sovereignty:

  • International treaties entered into by different states are a limitation to the sovereignty of such states.
  • International laws and jurisprudence can limit the absolute powers of a state.
  • Powerful nations of the world can limit the exercise of a nation’s sovereignty power.
  • Interdependence of nations in the global system limits the extent to which a state can exercise its absolute powers.

5. (b) Discuss any four types of sovereignty.

Answer:

  • Popular Sovereignty: This is also called political sovereignty and its absolute powers of the people to choose their leaders during elections.
  • De-jure Sovereignty: This is the type of sovereignty exercised based on the laws of the state.
  • De-facto Sovereignty: This is the type of sovereignty based on the use of force.
  • Internal Sovereignty: This is the absolute power of a state to regulate its affairs internally without external interference.
