The following factors determine legitimacy of government:

(i) Popular Support: A legitimate government will receive the support of the people through sovereignty.

(ii) Wide Scope Political Participation: The citizens must be seen to take active participation in politics.

(iii) Good Governance: The government should be responsive and accountable to enjoy popular support.

(iv) Good and Focused Leadership: Legitimacy will be accorded to focused, purposeful leaders.

(v) Upholding of State Ideology: Legitimacy will be accorded to a government that upholds the tenets and ideology of the state.

(vi) Periodic and regular elections and free and fair elections are important determinants of legitimacy.

(vii) An appreciable level of socio-economic development achieved/pursued by a government will attract legitimacy.

(viii) Respect for the provisions of the constitution; strict adherence to the constitution and respect for the customs and traditions of the people are also determinants of legitimacy.

(ix) International recognition of the government is another important factor.

(x) Respect for the rule of law and fundamental human rights are vital developments.

Answer:

Legitimacy can be defined as the general acceptance of a government/administration for operating in accordance with the laws laid down in a state.

 

(2) Give six features of legitimacy.

Answer:

(i) Legitimacy deals with the legality of the government i.e. the government comes to power through a legal means (elections).

(ii) Legitimacy is all about the acceptability of the government or an administration.

(iii) Legitimacy gives local and international recognition to a government.

(iv) A legitimate government respects the rule of law and constitutionalism.

(v) Legitimacy allows for wide-scope political participation.

(vi) Legitimacy promotes probity and accountability.

 

(3) Outline six determinants of legitimacy of government.

Answer:

Legitimacy of a government is determined by the following factors:

  • Popular support of the majority of the citizens.
  • Popular participation of the majority of the citizens.
  • Constitutionalism of the government
  • Good governance is when a government sets the welfare of the citizens as its priority.
  • Government emerging through free fair and credible elections.
  • International recognition given to an administration can also determine its legitimacy to a large extent.
