1a. What is Centralization of Power?

Answer – Centralization of powers is the concentration of the powers of the state in the hands of a single central authority.

(b) What is the danger of Centralization of Power?

 

2. Give merits and demerits of Centralization of Power.

Answer –

(a) Merits of Centralization:

  • The government decisions are quick and effective.
  • The governance of the state is less expensive.
  • The centralized governments are more effective and better coordinated.
  • Centralization discourages conflict of authority.

(b) Demerits of Centralization

  • Centralization only works in homogeneous states.
  • Centralization only works in smaller states.
  • The central government may be too far from the grassroots people.
  • It may encourage dictatorship.
  • The flexibility of its constitution can make the constitution become a plaything in the hands of the central authority.

 

3a. What is decentralization of power?

Answer –  This is a system where powers of the state are shared between the central government and the subordinate units.

3(b) What is the importance of decentralization of power?

Answer –

  • It is the best for large countries.
  • The system creates local governance which brings the government to the grassroots people.
  • The system takes care of the governance needs of the remote areas and the minority groups.
  • It creates a more secured and stronger state.
  • It makes it possible to unite different ethnic groups within a state.

 

4a. Explain the two forms of decentralization.

Answer –

  • Devolution: This means transferring some powers of the central authority to the subordinate units.
  • Deconcentration: This is the delegation of administrative powers to government agencies or the local authorities.

4b. Explain the demerits of decentralization

Answer –

  • It is more expensive to run.
  • Decision-making can be delayed.
  • There is unnecessary duplication of functions and duties in the system.
  • The system may create unhealthy rivalry among the government units.
  • There may be poor supervision of the grassroots/local activities.

 

5. Differentiate between Centralization and decentralization of Power.
