1 (a) Explain presidential system of government. 

Answer: Presidential system of government is a system where the president is both the head of state and head of government and there is a clear separation of powers among the arm of government.

(b) What are the features of presidential system of government?

Answer:

  • The president is both the Head of state and the Head of government.
  • The president is the commander-in-chief of the armed forces.
  • The president is elected for a fixed period of time.
  • The president appoints his ministers and the appointment is approved by the senate.
  • The president is responsible to the Senate and may be investigated and impeached.
  • There is constitutionalism.

 

2. Enumerate the functions of a president in presidential system of government.

Answer:

  • The president as the executive head is the chief security officer of the state.
  • The president represents the state at international organizations and events.
  • The president signs treaties on behalf of the state.
  • The president receives other heads from other countries.
  • The president can declare a state of emergency to prevent the breakdown of law and order.
  • The president exercises the prerogative of mercy by pardoning repentant convicts.

 

3. What are the merits of presidential system of government?

Answer:

  • Since the president is both the head of government and head of state, this removes the conflict present in a parliamentary system.
  • There is a clear separation of powers in this system.
  • There is a fixed term of office for the president and his cabinet.
  • The system allows the president to select expert technocrats as ministers.
  • There is a high level of effectiveness in policymaking because the president can discipline any erring member of his cabinet.

 

4. State various forms of control on the powers of the president.

  • Parliamentary Control: The parliament can control the powers of the president because they must ratify and approve most of his functions and they can impeach him for gross misconduct.
  • Judicial Control: The judicial control can declare any unconstitutional act of the president null and void.
  • Public Opinion: The citizens through public opinion can control some actions of the president.
