The Civil Servants are recruited by the Civil Service Commission to carry out the responsibilities of formulating government policies and implementing them. Each Ministry has a political head, the Minister, and an Administrative Head, the Permanent Secretary.

The Political Head gives directives, while the Civil Servants implement them. The Civil Servants, especially the administrative class play a pivotal role in this relationship as this class will advise the Minister on the legality of such directives and on the implementation of the policies.

The top Civil Servants advise the executive on the technical and administrative details of his work. Civil Servants have wealth of experience from their training and job experience over time. These experiences help the executive in carrying out their duties and actualizing cabinet decisions in their Ministry.

The Minister and the top Civil Servants need to subjugate their personal interests and work in harmony to achieve the set goals.
