This involves the relationship that exists between the Ministry, Board of Directors, and Management of Public Corporations
(i) Political Head:
The political head of a Public Corporation is the Minister or Commissioner (under which the corporation falls). The Minister or the Commissioner provides board policy guidelines. He also appoints the Board of Directors. In addition, he approves policy decisions of the board as well as the budget, loans, and capital projects of the public corporation. The Minister exercises different forms of control over the public corporation.
