General Sanni Abacha died on 8th June 1998. General Abdulsalam Abubakar assumed office as the Head of State and Commander-in-Chief of the Armed Forces.
His Vice-Chairman and Chief of General Staff was Admiral Mike Akhigbe.
The administrative structure was as in the regime of General Sanni Abacha. The highest policy-making organ remained the Provisional Ruling Council with the Head of State as Chairman.
Achievements of Abubakar’s Regime:
1. General Abubakar released political prisoners detained by General Abacha’s government. He set free those put in prison by the late General Sanni Abacha.
