JAMB Government Syllabus

INTRODUCTION:

The aim of the 2026 JAMB Government Syllabus for the Unified Tertiary Matriculation Examination (UTME) is to prepare candidates for the Board’s examination and assess their suitability for admission into institutions of higher learning in Nigeria.

General Objectives:

Candidates should be able to appreciate the meaning of government, analyse the framework and institutions of government, understand democratic principles and citizenship, evaluate Nigeria’s political development and governance challenges, and assess Nigeria’s foreign policy and role in the international community.

PART I: ELEMENTS OF GOVERNMENT:

1. Basic Concepts in Government:

Topics:

  • Power, authority, legitimacy, sovereignty
  • Society, state, nation, nation-state
  • Political processes including political socialization, participation and culture

Objectives:

  • Identify fundamental concepts in governance
  • Analyse political processes

2. Forms of Government:

Topics:

  • Monarchy, aristocracy, oligarchy, autocracy, republicanism and democracy (definitions, features, merits and demerits)

Objectives:

  • Distinguish between different forms of government

3. Arms of Government:

Topics:

  • The legislature (types, structure, functions and powers)
  • The executive (types, functions and powers)
  • The judiciary (functions, powers and components)
  • Relationship among the arms

Objectives:

  • Identify the duties of each arm of government
  • Relate each arm to its functions
  • Appreciate how they interrelate

4. Structures of Governance:

Topics:

  • Unitary, federal and confederal systems—features, reasons for adoption, merits and demerits

Objectives:

  • Compare political structures of governance

5. Systems of Governance:

Topics:

  • Presidential, parliamentary and monarchical systems

Objectives:

  • Distinguish between different systems of governance

6. Political Ideologies:

  • Communalism, feudalism, capitalism, socialism, communism, totalitarianism, fascism and Nazism

Objectives:

  • Differentiate major political ideologies
  • Contrast modes of production

7. Constitution:

  • Meaning, sources and functions of constitutions
  • Types—written, unwritten, rigid and flexible

8. Principles of Democratic Government:

  • Ethics and accountability, separation of powers, checks and balances, individual and collective responsibility, constitutionalism, rule of law, representative government

  • Determine their application

9. Process of Legislation:

  • Legislative enactments including acts, edicts, bye-laws, delegated legislation and decrees

  • Analyse processes involved in making laws

10. Citizenship:

  • Dual citizenship
  • Duties of citizens and the state

  • Differentiate methods of acquiring citizenship

  • Elections (types and ingredients of free and fair elections)
  • Electoral systems (types with advantages and disadvantages)
