Site selection: This involves choosing the best site based on predetermined conditions. For example, the site should be on fertile and clay soil to prevent seepage of water and the site should also be close to a good supply of water such as a spring, stream, lake or reservoir with plenty of water all year round.

General survey: A detailed survey of the chosen site should be carried out.
