1 (a) What is Civil Service Commission?

Answer:

The Civil Service Commission is an executive body established by the Constitution to recruit, appoint, transfer and exercise disciplinary control over civil servants.

The Civil Service Commission consists of the Chairman and other members appointed by the Head of State or Governors. There is the federal civil service commission and the State civil service commission. This body is non-partisan. The members of the commission serve for a tenure of five years.

 

(b) What is the duty of the Civil Service Commission?

Answer:

  • Recruitment and Appointment of Civil Servants: The Civil Service Commission recruits and appoints qualified citizens to the vacant positions in the Civil Service through competitive, written examination.
  • The Commission Transfer Senior Officers in the Service: The transfer can be inter-service transfer or inter-class transfer within the same service.
  • It States Guidelines on Appointment, Promotion and Discipline of Civil Servants.
  • It advises the government on matters pertaining to filling top public offices and policy formulation.
  • It entertains matters on disciplining errant Civil Servants, especially Serious Cases. Some of the cases may lead to dismissal.
  • It promotes Civil Servants of the directorate through Competitive promotion interview results of subordinate officers.
  • It entertains appeals on appointment, promotion, and discipline of officers.

 

(c) Describe what the relationship between the Executive and Civil Servants should be.

Answer:

The civil servants are recruited by the Civil Service Commission to carry out the responsibilities of functionalities of formulating government policies and implementing them. Each ministry has a political head, the minister, and an Administrative Head, the Permanent Secretary.

The political Head gives directives, while the civil servants implement them. The civil servants especially the administrative class play a pivotal role in this relationship as this class will advise the minister on the legality of such directives and on the implementation of the policies.
